The Los Angeles City Council unanimously passed a motion by Councilmember Bob Blumenfield on 28 January 2026 aimed at keeping low-budget micro-drama production in the city, according to a press release from his office.
The motion requests the Chief Legislative Analyst to identify $5m in public and/or private or philanthropic funding sources for a "40% Launch & Rebate" grant. As described, the grant would rebate 40% of qualifying Los Angeles spending, with 20% paid up front on project approval and 20% on completion. The motion also directs the Economic and Workforce Development Department and the Board of Public Works to report on permitting costs and a targeted local incentive, and instructs the Office of Finance to create rebates for property owners who discount locations for qualifying productions.
The release says micro-drama budgets are typically under $200,000, below the threshold for California's state tax credit. The motion directs staff to find funding and report back; it does not itself establish a funded programme.
