Jugendmedienschutz-Staatsvertrag (JMStV), Germany's youth media protection treaty

Status In force. The sixth amending state treaty took effect on 1 December 2025.

What it requires

The JMStV is the state treaty through which Germany's Länder regulate the protection of minors in broadcasting and online media, supervised by the KJM. The sixth amending treaty, in force since 1 December 2025, added personal integrity (persönliche Integrität) to the protected interests, named excessive gaming and cost traps (exzessives Spielen, Kostenfallen) among the risks the treaty addresses, and provided for measures against the payment flows of non-compliant offerings. The KJM records an age-labelling obligation for online providers of series and films in force since 1 June 2026, and recognises age-verification systems. Automated and AI-assisted age rating runs on a separate statutory route, section 14a(1) sentence 2 no. 3 of the Jugendschutzgesetz.

Why it bears on this field

Vertical-drama apps sell episode unlocks through coin bundles and auto-renewing subscriptions, place cliffhangers behind payment and are reachable by under-18s through app stores, so the reform's naming of cost traps and excessive spending places that model inside youth-media protection rather than consumer law alone. Servicestelle Jugendschutz, a state-funded body, published an analysis on 22 May 2026 that named ReelShort, GoodShort and DramaBox and described dark patterns, cliffhanger paywalls, accumulating micro-transactions and the absence of reliable age control; it is commentary, not enforcement. No KJM enforcement action involving a vertical-drama service had been reported by early August 2026. Automated rating, which bears on catalogues running to dozens of one-to-three-minute episodes per title, was the subject of a model trial that ended on 31 July 2026 without a published final report.

Open questions

  • When will the FSF and FSM model trial's final report appear, and what certification route will it open for automated rating systems?
  • Will the KJM treat coin-unlock mechanics in vertical-drama apps as cost traps within the meaning of the amended treaty?
  • How will the payment-flow measures introduced by the sixth amending treaty be applied in practice? No case involving a vertical-drama service has been recorded.
