China's Order No. 16 was signed on 30 July, and Article 52 is new
The promulgation header dates the order to 30 July and publication to 31 July. Article 52, on microdramas shot in China for overseas broadcast, does not appear in the June draft.
What this basis means: Regulatory filing, government body, court or industry association.
The promulgation header for NRTA Order No. 16 records that the order was reviewed and approved at the administration's executive meeting on 27 July 2026, is published herewith and takes effect from 1 September 2026, signed by director Cao Shumin (曹淑敏) and dated 30 July 2026. It was posted on 31 July. The header was recovered from the administration's own account and republished through the state wire.
The final text carries 54 articles. Article 52, which subjects microdramas shot in China for overseas broadcast to Chinese filing and licensing, is absent from the June draft. It was inserted before the 27 July approval, and it is the article that takes the text from 53 articles to 54.
The June draft ran to 53 articles with a blank Article 53. In the final text the commencement provision is Article 54.
The content of Article 52 is a constraint on export production. Its late insertion is a signal about intent.
