Bundesrat backs the MedienInvestVG and asks for no short-form carve-out
The chamber's opinion of 10 July welcomes the bill, calls the quotas balanced in European comparison and endorses the rights-retention clause. Short-form and vertical formats are not mentioned.
What this basis means: Regulatory filing, government body, court or industry association.
The Bundesrat adopted a Stellungnahme on Drucksache 324/26, the Medieninvestitionsgesetz, at its 1067th sitting on 10 July 2026 as item 29. It is published as Beschlussdrucksache 324/26(B).
The opinion welcomes the bill, describes the investment quotas as balanced by European comparison ("im europäischen Vergleich ausgewogen") and endorses the rights-retention provision in section 8. Its substantive asks are producer-side: a definition of the independent producer, treatment of children's film, the crediting of sub-quotas, studio infrastructure, and recognition of Länder film funding as producer equity.
The text contains no mention of short-form, vertical or micro formats, and requests no de-minimis threshold or scope exemption. The committee recommendations, 324/1/26, show that the economics committee wanted no objections; the plenary followed the culture committee. Next are the federal government's counter-statement and then the Bundestag. Entry into force is set for no earlier than 1 January 2027.
